In accordance with clause 1 of the regulations on the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region of the Kaliningrad Region, approved by Decree of the Government of the Kaliningrad Region dated February 27, 2019 No. 136, the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region is an executive authority of the Kaliningrad Region, carrying out the functions of implementing public policy and legal regulation in the field of reforming the public sector of the economy, including the development of competition and public-private partnerships, improving public administration, improving the quality and accessibility of public services.
By order of the Governor of the Kaliningrad Region dated September 2, 2019 No. 535-r “On the implementation of the standard for the development of competition in the constituent entities of the Russian Federation in the territory of the Kaliningrad Region,” the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region was designated as the body authorized to promote the development of competition in the Kaliningrad Region.
To fulfill the requirements of the Standard, a rating of municipalities of the Kaliningrad region for promoting the development of competition has been formed. The rating was approved by order of the Ministry of Economy of the Kaliningrad Region dated November 15, 2017 No. 64.
In order to fulfill the requirements of the Standard, the Ministry of Economy of the Kaliningrad Region made changes dated 02/18/2019 No. 10 to the order of the Ministry of Economy of the Kaliningrad Region dated 11/15/2017 No. 64, establishing in the form of incentives the awarding of Letters of Gratitude from the Governor of the Kaliningrad Region to the heads of municipalities of the Kaliningrad Region who took places from 1 to 3 inclusive in the ranking of municipalities of the Kaliningrad region for promoting competition.

The powers of the council to improve the investment climate in the Kaliningrad region, chaired by the Governor of the Kaliningrad region, include preliminary consideration and preparation of proposals on issues, including those related to:
— improving the regulatory framework governing investment activities, financial, credit and tax policies of government authorities towards investors, as well as policies in the field of property relations and the development of competition;
— consideration of the following prepared in order to stimulate the development of competition in the Kaliningrad region:
— consideration and approval of the annual report prepared by the executive authority of the Kaliningrad region, authorized to promote the development of competition in the Kaliningrad region, on the state and development of the competitive environment in the markets of goods, works and services of the Kaliningrad region, and, if necessary, the submission of comments, suggestions and dissenting opinions of members advice for inclusion in the report.
Also, within the framework of the council to improve the investment climate in the Kaliningrad region, a working group was approved to promote the development of competition in the Kaliningrad region, ensuring coordination of the actions of the executive authorities of the Kaliningrad region with the territorial bodies of the federal executive authorities, public and other organizations of the Kaliningrad region.
In accordance with the standard for the development of competition in the constituent entities of the Russian Federation, approved by Order of the Government of the Russian Federation dated April 17, 2019 No. 768-, the Government of the Kaliningrad Region has determined a list of product markets to promote the development of competition in the Kaliningrad Region, which is approved by the action plan (“road map”) to promote the development of competition in the Kaliningrad region for 2019 – 2022.
In accordance with the standard for the development of competition in the constituent entities of the Russian Federation, approved by Order of the Government of the Russian Federation dated April 17, 2019 No. 768-r, as well as taking into account the recommendations of the Federal Antimonopoly Service dated July 19, 2019 No. IA/62387-pr/19, the Governor of the Kaliningrad Region approved the Plan activities (“road map”) to promote the development of competition in the Kaliningrad region for 2019 – 2022.
Monitoring of the state and development of the competitive environment in the markets for goods, works, and services has been carried out annually since 2015 by the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region
The monitoring results are contained in the relevant sections of the annual Report on the state and development of the competitive environment in the markets of goods, works and services in the Kaliningrad region.
In accordance with the requirements of the ANO “Agency for Strategic Initiatives to Promote New Projects” and the Analytical Center under the Government of the Russian Federation, the Government of the Kaliningrad Region annually prepares reports on the state and development of the competitive environment in the markets of goods, works and services of the Kaliningrad Region.
In accordance with the Competition Development Standard approved on September 05, 2015, as well as taking into account the provisions of the Order of the Government of the Russian Federation dated April 10, 2014 No. 570-r (as amended by the Order of the Government of the Russian Federation dated February 10, 2015 No. 190 -p), between the authorized body for the development of competition in the Kaliningrad region and local government bodies, on September 16, 2016, agreements were concluded on the implementation of the Competition Development Standard in the Kaliningrad region.
By Decree of the Governor of the Kaliningrad Region dated March 25, 2015 No. 41, an intersectoral consumer council was formed in the Kaliningrad Region on the activities of natural monopolies.
Reference information:The investment strategy of the Kaliningrad region for the period until 2020 is part of the strategy for the socio-economic development of the Kaliningrad region and was approved by Decree of the Government of the Kaliningrad region dated August 2, 2012 No. 583 “On the Strategy for the socio-economic development of the Kaliningrad region for the long term” (hereinafter referred to as the Strategy) .

In 2017, adjustments are provided to the current strategy for the socio-economic development of the Kaliningrad region, including the section on the investment strategy of the region.
In a constituent entity of the Russian Federation, a Plan for the creation of investment facilities and the necessary transport, energy, social, engineering, utilities and telecommunications infrastructure in the region (hereinafter referred to as the Plan) must be formed annually. The plan is a set of all key infrastructure facilities, the construction and reconstruction of which are recorded in the current plans and programs of the Russian Federation in the territory of the corresponding region, and municipalities, including on the terms of public-private partnership, investment programs of natural monopolies and business entities with state participation. At the same time, in relation to each object, the information available to the executive authorities of the constituent entity of the Russian Federation about the sources (including budgetary allocations of the Investment Fund of the Russian Federation and regional investment funds) and the amount of financing (or an indication of the lack of confirmation of financing), planned terms must be indicated delivery and actual state (preparation or execution stage). The Plan must also indicate investment facilities planned for construction (reconstruction), indicating the required capacity for consuming energy resources.
The plan must be published in a visual form, indicating the planned objects on the map of the region, the timing of their creation (construction). Adopted development projects for the territory are included in the Plan. The plan is published on the Internet portal about investment activities in the constituent entity of the Russian Federation.
In a constituent entity of the Russian Federation there must be a formalized procedure for considering issues of development (development) of the territory, including the creation of industrial parks and technology parks.
In 2019, 10 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (8 in absentia and 2 in person), during the meetings 10 investment projects totaling more than 9 billion rubles were reviewed and approved.
In 2020, 3 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (2 in absentia and 1 in person), during the meetings, 2 investment projects were reviewed and approved for a total amount of more than 1.486 billion rubles.
In 2021, 5 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (3 in absentia and 2 in person), during the meetings, 4 investment projects were reviewed and approved for a total amount of more than 193.2 billion rubles.
In 2022, 8 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (6 in absentia and 2 in person), during the meetings 11 investment projects totaling more than 51.95 billion rubles were reviewed and approved In 2023, 3 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (3 in absentia), during the meetings 6 investment projects were reviewed and approved for a total amount of more than 4.54 billion rubles.
