Investment climate

The national rating of the state of the investment climate in the constituent entities of the Russian Federation, conducted by the Agency for Strategic Initiatives to Promote New Projects, evaluates the efforts of the constituent entities of the Russian Federation to create favorable business conditions and identifies best practices.

Obtaining information on indicators is carried out by conducting surveys of entrepreneurs and experts, as well as using statistical data.

The rating consists of 67 indicators, which are grouped into 21 factors that make up 4 areas:
  • regulatory environment
  • institutes for business
  • infrastructure and resources;
  • support for small businesses.
 In each direction, the rating scale includes gradation from A - maximum, B, C, D, to E - minimum

National rating

According to ANO  "Agency for Strategic Initiatives to Promote New Projects" without taking into account the influence of federal executive authorities and natural monopolies, the Kaliningrad region took 15th place in the ranking of investment attractiveness among 89 constituent entities of the Russian Federation in 2023.
The Council for Improving the Investment Climate of the Kaliningrad Region is an advisory body that ensures interaction between federal executive authorities, state authorities, local governments, institutions, enterprises and other organizations in order to implement investment projects in the Kaliningrad region.

Target models for simplifying business procedures

The activities of the Government of the Kaliningrad Region, aimed at reducing administrative barriers and improving the quality of the business environment, are currently being implemented through the use of new methods and tools of project management - along with the National Rating of Investment Attractiveness of the Subjects of the Russian Federation, they have become target models of regulation and enforcement in priority areas of improvement investment climate.

The indicators of target models are closely related to the indicators of the National Rating. It is worth noting that the introduction of target models does not mean leadership in the investment field, but is only a minimum requirement for all regions.

The Kaliningrad region began implementing target models in 2017 on behalf of the President of the Russian Federation.
The result of the work of the executive authorities of the Kaliningrad region responsible for achieving the established indicators for implementation in 2017 is 95% with the Russian average level of 92%, in 2018 - 97% with the Russian average level of 94%.
In 2018, the Kaliningrad region was included in the list of 33 regions, the degree of implementation of target models in which is fixed at the level of 96-98%, after the list of leaders with achievement of target model indicators in the range of 99-100% (Tyumen region - 100%; Khanty-Mansi Autonomous district - Yugra, Moscow, Yamalo-Nenets Autonomous District, Kaluga Region, Belgorod Region, Khabarovsk Territory, Tambov Region - 99%).


Implementation of the competition development standard in the Kaliningrad region
Section 1. “Definition of the authorized executive body of the constituent entity of the Russian Federation to promote the development of competition in the region”

In accordance with clause 1 of the regulations on the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region of the Kaliningrad Region, approved by Decree of the Government of the Kaliningrad Region dated February 27, 2019 No. 136, the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region is an executive authority of the Kaliningrad Region, carrying out the functions of implementing public policy and legal regulation in the field of reforming the public sector of the economy, including the development of competition and public-private partnerships, improving public administration, improving the quality and accessibility of public services.

By order of the Governor of the Kaliningrad Region dated September 2, 2019 No. 535-r “On the implementation of the standard for the development of competition in the constituent entities of the Russian Federation in the territory of the Kaliningrad Region,” the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region was designated as the body authorized to promote the development of competition in the Kaliningrad Region.

To fulfill the requirements of the Standard, a rating of municipalities of the Kaliningrad region for promoting the development of competition has been formed. The rating was approved by order of the Ministry of Economy of the Kaliningrad Region dated November 15, 2017 No. 64.

In order to fulfill the requirements of the Standard, the Ministry of Economy of the Kaliningrad Region made changes dated 02/18/2019 No. 10 to the order of the Ministry of Economy of the Kaliningrad Region dated 11/15/2017 No. 64, establishing in the form of incentives the awarding of Letters of Gratitude from the Governor of the Kaliningrad Region to the heads of municipalities of the Kaliningrad Region who took places from 1 to 3 inclusive in the ranking of municipalities of the Kaliningrad region for promoting competition.

Section 2. “Consideration of issues of promoting the development of competition at meetings of a collegial body under the highest official of a constituent entity of the Russian Federation”

The powers of the council to improve the investment climate in the Kaliningrad region, chaired by the Governor of the Kaliningrad region, include preliminary consideration and preparation of proposals on issues, including those related to:

— improving the regulatory framework governing investment activities, financial, credit and tax policies of government authorities towards investors, as well as policies in the field of property relations and the development of competition;

— consideration of the following prepared in order to stimulate the development of competition in the Kaliningrad region:

  1. a draft list of socially significant and priority markets for promoting competition and developing a competitive environment with a reasoned justification for the choice of each market;
  2. draft action plan ("road map") to promote competition, including information on the development and implementation of activities provided for by the "road map";
  3. other information and draft legal acts of the Kaliningrad region in terms of their potential impact on the state and development of competition;
  4. results and analysis of the results of monitoring the state and development of the competitive environment in the markets of goods, works and services of the Kaliningrad region;

— consideration and approval of the annual report prepared by the executive authority of the Kaliningrad region, authorized to promote the development of competition in the Kaliningrad region, on the state and development of the competitive environment in the markets of goods, works and services of the Kaliningrad region, and, if necessary, the submission of comments, suggestions and dissenting opinions of members advice for inclusion in the report.

Also, within the framework of the council to improve the investment climate in the Kaliningrad region, a working group was approved to promote the development of competition in the Kaliningrad region, ensuring coordination of the actions of the executive authorities of the Kaliningrad region with the territorial bodies of the federal executive authorities, public and other organizations of the Kaliningrad region.

Standard for ensuring a favorable investment climate (Agency for Strategic Initiatives)
1. Investment strategy

Implementation of the requirement in the Kaliningrad region:

The investment strategy of the Kaliningrad region for the period until 2020 is part of the strategy for the socio-economic development of the Kaliningrad region and was approved by Decree of the Government of the Kaliningrad region dated August 2, 2012 No. 583 “On the Strategy for the socio-economic development of the Kaliningrad region for the long term” (hereinafter referred to as the Strategy) .

The strategy defines long-term guidelines and directions for the development of the socio-economic complex in the long term:

  • tourism industry with the development of a strong sector of medical and health services, environmentally friendly agriculture, fisheries and aquaculture;
  • amber jewelry cluster;
  • the information technology sector, based on attracting highly qualified specialists to the Kaliningrad region, the comprehensive development of the IKBFU. I. Kant, formation of an international educational center in the Kaliningrad region;
  • further development of industries traditionally established in the Kaliningrad region, with priority in mechanical engineering, especially automotive and shipbuilding, including through the creation of industrial sites.

In 2017, adjustments are provided to the current strategy for the socio-economic development of the Kaliningrad region, including the section on the investment strategy of the region.

2. Plan for the creation of investment infrastructure facilities

In a constituent entity of the Russian Federation, a Plan for the creation of investment facilities and the necessary transport, energy, social, engineering, utilities and telecommunications infrastructure in the region (hereinafter referred to as the Plan) must be formed annually. The plan is a set of all key infrastructure facilities, the construction and reconstruction of which are recorded in the current plans and programs of the Russian Federation in the territory of the corresponding region, and municipalities, including on the terms of public-private partnership, investment programs of natural monopolies and business entities with state participation. At the same time, in relation to each object, the information available to the executive authorities of the constituent entity of the Russian Federation about the sources (including budgetary allocations of the Investment Fund of the Russian Federation and regional investment funds) and the amount of financing (or an indication of the lack of confirmation of financing), planned terms must be indicated delivery and actual state (preparation or execution stage). The Plan must also indicate investment facilities planned for construction (reconstruction), indicating the required capacity for consuming energy resources.

The plan must be published in a visual form, indicating the planned objects on the map of the region, the timing of their creation (construction). Adopted development projects for the territory are included in the Plan. The plan is published on the Internet portal about investment activities in the constituent entity of the Russian Federation.

In a constituent entity of the Russian Federation there must be a formalized procedure for considering issues of development (development) of the territory, including the creation of industrial parks and technology parks.

5. Council for improving the investment climate
By Decree of the Government of the Kaliningrad Region No. 17 of January 21, 2011, the Council for Improving the Investment Climate in the Kaliningrad Region (hereinafter referred to as the Council) was established. The Council is an advisory body formed by the Government of the Kaliningrad Region to assist in the implementation of the Law of the Kaliningrad Region “On state support for investment activities carried out in the form of capital investments in the Kaliningrad Region” in order to create a favorable investment climate, develop specific measures to improve the investment climate, ensure stable conditions for carrying out investment activities and implementing investment projects in the Kaliningrad region.

In 2018, 7 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (4 in absentia and 3 in person). At the meetings, 6 investment projects totaling more than 53.3 billion rubles were considered.

In 2019, 10 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (8 in absentia and 2 in person), during the meetings 10 investment projects totaling more than 9 billion rubles were reviewed and approved.

In 2020, 3 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (2 in absentia and 1 in person), during the meetings, 2 investment projects were reviewed and approved for a total amount of more than 1.486 billion rubles.

In 2021, 5 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (3 in absentia and 2 in person), during the meetings, 4 investment projects were reviewed and approved for a total amount of more than 193.2 billion rubles.

In 2022, 8 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (6 in absentia and 2 in person), during the meetings 11 investment projects totaling more than 51.95 billion rubles were reviewed and approved

In 2023, 3 meetings of the Council for Improving the Investment Climate in the Kaliningrad Region were held (3 in absentia), during the meetings 6 investment projects were reviewed and approved for a total amount of more than 4.54 billion rubles.

6. Organization for attracting investments and working with investors
In accordance with Decree of the Government of the Kaliningrad Region No. 285 dated April 23, 2012, the Joint Stock Company “Kaliningrad Region Development Corporation” was created. The owner of 100% of the shares is the Government of the Kaliningrad Region.

8. Mechanisms for training
The Ministry of Social Policy of the Kaliningrad Region has developed a forecast of the labor market needs of the Kaliningrad Region for professional personnel for 2016-2022.
This forecast is posted on the website of the Ministry of Social Policy, as well as on the vocational education portal of the Kaliningrad region.

There are 17 professional educational organizations in the region, of which 3 are non-state, as well as 21 educational organizations of higher education, of which 9 are non-state.
Educational organizations in the Kaliningrad region are implementing about 100 educational programs of secondary vocational education and 120 higher education programs.

The total number of students in the region is almost 45 thousand people, of which 20.6 thousand people study in secondary vocational education programs, 24.5 thousand people study in higher education programs.
The annual graduation rate is about 4.5 thousand people who have completed training in secondary vocational education programs, 6.2 thousand people in higher education programs

The resource contains materials related to the investment climate of the Kaliningrad region, federal and regional legislation, conditions and advantages of investing in the region, investor support mechanisms, as well as the necessary analytical, reference materials and forms of documents, the submission of which is required to receive government support measures.

10. Unified regulations for support of investment projects based on the one-stop-shop principle
In the Joint Stock Company “Kaliningrad Region Development Corporation”, work to attract investors and support investment projects is carried out in accordance with the Regulations for support of investment projects implemented in the Kaliningrad region, according to the “one window” principle.

The new version of the regulations was approved on August 20, 2018 by the General Director of the Kaliningrad Region Development Corporation JSC.

Decree of the Government of the Kaliningrad Region dated December 16, 2013 No. 934 “On approval of the investment declaration of the Kaliningrad Region” established the principles of interaction between the executive authorities of the Kaliningrad Region and business and investment entities in order to ensure and protect the rights of investors, guarantee the safety of conducting business and investment activities in territory of the Kaliningrad region, implementing measures aimed at reducing administrative barriers in carrying out business and investment activities.

The procedure for assessing the regulatory impact of adopted and being adopted normative legal acts affecting business activities is enshrined in the Decree of the Government of the Kaliningrad Region dated 06/09/2014 No. 355 “On assessing the regulatory impact of draft normative legal acts of the Kaliningrad Region and the examination of normative legal acts of the Kaliningrad Region affecting the implementation of business and investment activity".

The resolution defines the procedure for assessing the regulatory impact of draft regulatory legal acts of the Kaliningrad region, affecting the implementation of business and investment activities, the procedure for conducting an examination of regulatory legal acts of the Kaliningrad region, affecting the implementation of business and investment activities.

13. Training, improvement and assessment of the competence of regional team employees
To implement measures to organize training for the development and ensuring the functioning of the innovative, entrepreneurial and investment infrastructure of the region, a Cooperation Agreement dated November 30, 2011 No. 175-11 was concluded between the Government of the Kaliningrad Region and the Immanuel Kant Baltic Federal University.

The supervising body for organizing the training of innovation-oriented and managerial personnel is the Ministry of Economic Development, Industry and Trade of the Kaliningrad Region.

The supervising body for training personnel for the financial and investment infrastructure is the Ministry of Finance of the Kaliningrad Region.

Within the framework of these agreements, cooperation is carried out in the form of seminars, forums, round tables to organize training for the development and maintenance of the innovative, entrepreneurial and investment infrastructure of the region, to develop and implement training and retraining programs for state and municipal employees.

14. Inclusion of energy consumers in the REC
In accordance with the Decree of the Government of the Russian Federation dated 02/21/2011 No. 97 “On approval of the standard regulation on the executive authority of a constituent entity of the Russian Federation in the field of state regulation of tariffs” and the Decree of the Government of the Kaliningrad Region dated 03/29/2011 No. 189 “On the Service for State Regulation of Prices and Tariffs” Kaliningrad Region" a collegial body, the Expert Council, has been created under the Service (Service order No. 07-01/11 dated 02/04/2011), which reviews draft decisions of the Service on setting tariffs for consumers in the region. Members of the Expert Council take part in meetings of the board of the Tariff Approval Service.

The Expert Council includes representatives of the Chamber of Commerce and Industry of the Kaliningrad Region, the NP "Baltic Business Club", the Association of Municipal Formations of the Region, the Public Chamber of the Kaliningrad Region, the OFAS Russia for the Kaliningrad Region.

Suggestions, comments, recommendations of members of the Expert Council are taken into account when making decisions on the approval of tariffs in the main areas of regulated pricing of electricity supply, heat supply, water supply and sanitation.

15. Channels of direct communication with the regional leadership

In the Kaliningrad region, channels of direct communication between investors and the leadership of the Kaliningrad region have been organized to promptly resolve problems and issues that arise in the process of investment activities. In this regard, the investor has the right to use one of the methods of circulation


All appeals of citizens to state bodies and local governments are considered in the manner established by Federal Law No. 59-FZ of May 2, 2006 “On the procedure for considering appeals from citizens of the Russian Federation”.
